James Sunderland has arrived in the town of Silent Hill after receiving a letter from his wife Mary, telling him to meet her in their special place in Silent Hill. However his wife died three years ago, and has kept the secrets surrounding her death. James decides to honor the letter's request, wondering if this is a sick joke or if there is more to this. As he reaches the outskirts of the town, James finds that the road is blocked, and parks at an abandoned restroom. Little does he realize that this is the first step forward into the mystery of Silent Hill and his own past.

Silent Hill 2: Restless Dreams es una versión actualizada de Silent Hill 2. Contiene todo el contenido de la versión original y añade varios contenidos nuevos. La más significativa es un nuevo escenario corto llamado Nacido de un deseo, en el que los jugadores toman el control de María desde sus primeros momentos hasta donde aparece por primera vez en el juego principal. También se incluye un sexto final para el escenario principal y una función menor que permite al jugador desactivar el efecto gráfico, que hace que el juego parezca rodado con material cinematográfico barato.
